About the system
1What is the Protector Guardrail D228?
The D228 is a modular, permanent ballast-mounted roof-edge guardrail for collective fall protection on flat and slightly pitched roofs. The system is built from recycled-aluminium uprights and guardrails stabilised by concrete ballast weights — with no roof penetration and no drilling into the roof structure. Available in an upright (90°), inclined (70°) and fold-down variant.
2Is this a temporary or a permanent system?
Permanent. The system is engineered for a 50-year design working life in accordance with NEN-EN 1990 consequence class CC2. This sets it apart from temporary guardrails (such as EN 13374 products), which have a design working life of only 6 months and must be removed at wind force 5 Bft or higher.
3Which variants are available?
The straight upright (90°) is standard. The inclined upright (70°) is intended for outward-sloping roof edges. The fold-down variant is intended for roof edges where periodic access is required, such as loading and unloading zones or emergency exits.
4Can the system also be fixed in place or used on metal roofs?
Yes. In addition to the ballast-mounted, non-penetrating variant, the guardrail can also be fixed to an existing structure, depending on the situation. On metal roofs the system can be applied using clamps, screws or rivets.
5Which roof types is the system suitable for?
The system is suitable for flat and slightly pitched roofs (up to 5°), including bitumen, EPDM, PVC membrane, gravel and green roofs.
6Does the installation damage the roof?
No. The system is ballast-mounted without penetrating the roof deck. This eliminates the risk of leaks and preserves the manufacturer's warranty on the roofing membrane.
7Is there a fold-down guardrail that stays out of sight?
Yes. The fold-down guardrail (also called retractable or collapsible) is a variant of the ballast platform whose railing lays flat as soon as the roof is not in use, so the roof edge stays out of sight from the street or neighbouring buildings. Before access it is raised upright and provides the same permanent collective protection.
Technical specifications
1How tall is the guardrail?
The balustrade is at least 1,100 mm high measured from the roof surface (system height: 1,143 mm), in accordance with the statutory minimum requirement. The gap between the intermediate rails will not pass a cube larger than 470 mm on a side. See also the technical specifications.
2How heavy are the components?
The heaviest single component weighs 16 kg, well below the statutory maximum lifting weight of 23 kg. A single upright weighs 5.5 kg. This makes assembly ergonomically feasible without lifting equipment for each part.
3Which ballast weights are used?
Prefabricated concrete slabs of 300×300×80 mm (16.26 kg each), in accordance with NEN-EN 1338. Concrete slabs were chosen because they do not crumble, deflate or crack — a known problem with cheaper ballast products. The quantity and placement are determined project-specifically on the basis of the wind load calculation.
4What is the maximum span between the uprights?
≤ 4,000 mm centre-to-centre, subject to assessment and approval by the structural engineer on the basis of the wind load calculation.
Laws and regulations
1As a building owner, are you obliged to install roof-edge protection?
Yes. Articles 4.240–4.241 of the Besluit bouwwerken leefomgeving (Bbl 2024, the Dutch Building Decree) require that every building can be safely maintained. A building is not granted an environmental permit if this cannot be demonstrated. In addition, under art. 3.5 Bbl the specific duty of care applies: an owner who knows or could reasonably suspect that a fall hazard exists is obliged to take measures — including in existing buildings. This minimises the liability of owners and planners.
2Does the obligation also apply to existing buildings?
Yes. Art. 3.5 Bbl makes no exception for existing buildings. Anyone who knows or could suspect that a fall hazard exists and has work carried out is obliged to take collective measures. NEN-EN 17235:2024 has no retroactive effect, but the duty of care does.
3May I use a harness and anchor point instead of a guardrail?
Only if it is demonstrably and project-specifically substantiated that collective roof-edge protection is technically not feasible. This follows from the STOP principle (Working Conditions Decree art. 3.16), the V&G Ontwerpwijzer (Health & Safety Design Guide) Annex H and the European Workplace Directive 2001/45/EC. Anchoring provisions are level 4 of 4 — the lowest level, permitted only where higher levels are demonstrably technically impossible.
4Are 'short-duration work' or 'too expensive' valid reasons not to install a guardrail?
No. The Council of State (ECLI:NL:RVS:2017:2875) has expressly ruled that 'short duration' is not a valid exception, unless it is project-specifically demonstrated that the collective measure itself poses a greater hazard. Cost is likewise not a valid reason: the V&G Ontwerpwijzer Annex H states literally that economic causes of a fall hazard are not a valid reason for a measure at a lower level, confirmed by Directive 2001/45/EC. The burden of proof lies with the party who deviates.
5Which standards apply to the D228 guardrail?

6May a temporary EN 13374 guardrail remain in place permanently?
No. EN 13374 applies only to temporary guardrails with a design working life of 6 months. Permanent use requires assessment against the Eurocode (NEN-EN 1990, design working life ≥ 50 years). A temporary guardrail left in place permanently does not meet the Bbl requirements and offers no demonstrable CE conformity — this considerably increases the building owner's liability risk.
7What does the new NEN-EN 17235:2024 standard change for anchor points?
As of 1 September 2024, NEN-EN 17235:2024 is in force as the overarching standard for permanent anchor points and cable/rail systems. Anchor points are thereby treated as a construction product (under the CPR/Bbl), not as PPE. A structural engineer must assess the fixing and substructure against the Eurocode. Specification references to the old EN 795:2012 have thereby lapsed. Additional EU legislation (Delegated Regulation (EU) 2025/695, 9 April 2025) states that the same performance level is required for both fall prevention and fall restraint.
8Who is liable in the event of a fall accident?
The chain of liability runs from manufacturer to installer to building owner. Under art. 6:174 of the Dutch Civil Code (liability for structures), the owner of a defective structure is strictly liable — even without fault. Missing or non-conforming roof-edge protection can constitute a defect within the meaning of this article. Insurers can reject claims in the event of non-conformity on grounds of gross negligence. Directors can be held criminally liable under art. 307/308 of the Dutch Criminal Code in the event of death or serious bodily injury through negligence.
Wind loading
1Why is a wind load calculation mandatory?
The Bbl 2024 requires that a structure can be demonstrated to withstand the governing wind load. Every project — location, building height, terrain roughness, upstand height — is unique. A project-specific Eurocode calculation (NEN-EN 1991-1-4) determines how much ballast is needed and at what spacing the uprights are placed.
2What does the wind load calculation assess?
Two governing load scenarios are calculated: overturning (roof-inward and roof-outward, both directions) and sliding (friction coefficient μ = 0.7). With every project, Protector Guardrail supplies a Eurocode-compliant wind load calculation as part of the technical dossier.
3What are the wind zones in the Netherlands?
The Netherlands has three wind zones: Wind zone 1 (North Holland above the Heemskerk–Edam-Volendam line, the Wadden Islands, Markermeer), Wind zone 2 (the rest of North Holland, Groningen, Friesland, Flevoland, South Holland, Zeeland) and Wind zone 3 (the rest of the Netherlands). In addition, a coastal strip (wind zone 0) applies along the entire coast, including the IJsselmeer.
4Why is the required ballast quantity often more in practice than manufacturers indicate?
Manufacturers' guidelines are largely based on temporary applications. A permanent application with a 50-year design working life requires considerably more ballast. Protector Guardrail demonstrates this with wind tunnel research: the Eurocode-compliant configuration deviates significantly from the manufacturer instructions for temporary use.
Installation and logistics
1Are roof penetrations or drilling required?
No. The system is fully ballast-mounted and uses no roof penetrations or fixings in the roof structure. The roof protection consists of rubber-granulate strips (1,500×100×15 mm) beneath the feet — this protects the roof covering.
2What tools are needed for assembly?
An impact driver with 8 mm and 13 mm hex socket, plus a band saw. No heavy equipment or specialist tools are required.
3Who installs the system?
Protector Guardrail offers support with assembly: you can choose a contractor, a working foreman or a complete installation crew. Support is also offered with the quotation (including roof drawing, logistics and lifting plan), the technical dossier and the annual inspection.
4How long does a standard installation take?
An average project of 100 linear metres is usually installed in a single working day by a certified installer. Larger projects are scheduled on the basis of a roof survey and work preparation.
Cost (Total Cost of Ownership)
1Is an anchoring provision not cheaper?
Only in the initial purchase. Based on TCO analyses over 60 years, a permanent guardrail is around 3.5× cheaper than an anchoring provision. Total cost over 60 years: guardrail €66,004 (€1,100/year) vs. anchoring €230,077 (€3,835/year). The higher TCO of anchoring is driven by: annual inspection of the line system, five-yearly replacement of PPE, mandatory education and training, internal supervision costs on every roof visit, and productivity loss from slower working time while wearing a harness.
Sustainability and environment
1How sustainable is the system?
The D228 guardrail is made of more than 97% recycled aluminium (3.1 certification), has excellent corrosion resistance — including in aggressive maritime environments — and has an expected service life of more than 30 years. The system meets CSRD standards (Environmental, Social, Governance) and is suitable for EU Taxonomy reporting.

1How long is the product warranty?
10-year product warranty. The expected service life is more than 30 years; the structural design working life per Eurocode is 50 years.
Solar panels and technical installations
1Is the guardrail also suitable for roofs with solar panels?
Yes. The D228 holds a Scope 12 certification for safe work on solar panels. With the growth of solar panels, heat pumps, air conditioning and green roofs, the flat roof has become a technical workspace that requires structural collective protection — not incidental PPE.
